That's exactly what Philip and Ben are saying. The point isn't that
you should describe the issue, but that you should summarize the
overall nature of the change. However, it just so happens that, when
a change addresses a specific issue, a description of the change will
also be a description the issue that motivated it. That's only
natural.

The goal, though, is just what you said: to describe the change. The
change is easier to read if it leads off with a blurb that puts the
reader in the right frame of mind to digest the more detailed change
list that follows.
