Seems this error only occurs if the revision specified is not valid
i.e. that revision didn't change the given working copy but another
branch or tag.
Maybe a better (more informative for the user) error message could
help here?

  just tried
  svn up -r 100 myworkingcopy
  and got the following error output:
  svn: RA layer request failed
  svn: REPORT request failed on /repos/svn/myproject
  svn: The REPORT request returned invalid XML in the response:
         XML parse error at line 1: no element found. (/repos/svn/myproject)

  I looked in the database but couldn't find an issue for this.
