missing get-neon-ver.sh

As I'm still using using 0.17.1, I decided it was time to upgrade. I did
a svn up and got revision 5434, and then did:

./configure --with-libs=/usr/local/ssl --with-ssl

I then got:

configure: checking neon library
checking neon library version... ./configure:
/usr/local/src/svn/ac-helpers/get-neon-ver.sh: No such file or directory

You have a neon/ subdir containing version ,
but Subversion needs neon 0.23.7.
Please either install neon 0.23.7 on this system

At first I thought the problem was neon, so I upgraded to 0.23.7. When
this error happened again, I realized that I don't have
ac-helpers/get-neon-ver.sh.

Browsing the svn.collab.net source, I realized that the file is not at
http://svn.collab.net/repos/svn/trunk/ac-helpers/ --- but it does appear
at http://svn.collab.net/repos/svn/branches/issue-951-dev/ac-helpers/
and in other branches.

Is there some reason there are not very many ac-helpers in the trunk?
