svn:ignore recursiveness

Hi,
 Is there any particular reason why svn:ignore was made to not apply to
subdirectories? I know global-ignores can do it at a global level, but I'm
looking for a project level ignore which tends to be more encompassing than a
single directory but less than the global level.
 What I'm looking at is: A subversion repository which has 2 different
projects, each one with many subdirectories, and each one using different
tools and languages and requiring different ignore rules. Right now AFAIK the
only way to do that is every time I add a new directory to each project to
pset the svn:ignore with the appropriate values for that project.
