Huh? Whoever told you that, lied. ClearCase requires no such thing, and in fact
you can use a very SVN-ish use model with CC, including unreserved checkouts.

What ClearCase *does* do is make it too damn simple to create a whole mess of
personal branches by using its automatic branch creation and view filtering
features. And that's the recommended way to use it, gods only know why...
