Actually, my patch doesn't try to make existing usage more consistent.
The message
(http://subversion.tigris.org/servlets/ReadMsg?list=dev&msgId=227694)
mentions consistency, but that's not the purpose of the patch. Someone
(D Whedon?) had already committed a patch adding quotes to most of the
messages in Subversion. My patch just adds a few more quotes around
strings that might benefit from them.

The patch is still valid.
