This is not an issue for svn it's a user agent / os issue.

I get the same thing with WindowMaker but if I switch to the latest
gnome window manager for RedHat there is not a problem -- your
problem might only happen on Windows older than XP (I don't know
much about Windows but XP is better with UTF-8 than other versions)?
