Since the absolute value of the revision number is not important, why not
specify an offset value for the first repository entry at all? For
example, one wants to start his work at r0, another one is fancy starting
at r1000, another one has to start at r2345 because he dumped everything
up to r2344 and wants to retain numbering.

I think adding dummy entries cannot be a solution.
