I am concerned that there is no limit to the variety of transformations
people might eventually want to apply to the loader. To limit how much
complexity goes into "svnadmin load", we might want to put this stuff
into a separate log filter command:

  svnadmin dump old-svn > dumpfile
  svnlogfilter --excludes=/clients dumpfile | svnadmin load svn
  svnlogfilter --includes=/clients dumpfile | svnadmin load svn-clients

svnlogfilter can then get as complicated as it wants, without
interfering with the robustness and maintainability of the basic dump
and load operations.
