No. I decided to take care of it when I'm finished the Apache part of the
installer. If an user decides to install a Subversion server (and if the
installation program detects Apache) then the installer will do the
required actions.
In the mean time (as of 0.18.0 and up), the installer tells the user
where to look regarding to this problem (and others).

It seems to me that this is only a Win 2000 problem, is that right?
