Mail to dev@ is reasonable, even preferable in my view, for things
that need to be discussed. However mail to dev@ is not visible in the
issue tracker. So if something is relevant to fixing the issue and it
ends up on the dev@ list, then it really needs to be connected to the
issue. An URL link to the dev@ archives thread is often sufficient.
