Absolutely. That document is notes/tarball_release_procedure.txt, and
release managers should feel free to edit it :-).

(Personally I wouldn't mind that file getting a shorter name too, but
whatever.)

Not yet, thanks. Michael's already set up; and if he and James
determine that James needs to commit to the release branch too, for
the Windows stuff, then we'll add James then.
