This is the one test that requires setting up a repository hook, as I
recall -- because revprop changes require

   REPOS/hooks/pre-revprop-change

to exist, be executable, and exit with success, or the revprop change
will not go through.

The test is supposed to set up this situation, but is there some
reason why what it's doing wouldn't work on your environment?
