Without knowledge of VSS's design, this is a meaningless statement.
Maybe VSS remembers checkouts on the repository, like Perforce does.
Maybe VSS doesn't work very well. Maybe it squirrels entry file data
into some other location like the registry.

The fact remains: without a base revision, you can't perform an update
