If I run diff3 manually it has no trouble finding diff, although I consider
it a code bug and not an install bug, I agree that it should just be
documented since the external diffs are being replaced. Adding some text to
the message dialog about choosing which diff utilities to use would be best

Here is a blatant attempt to foist the work off onto you, Roger:

Would you like to come up with a patch for www/project_faq.html? The
format is self-explanatory, if a bit annoying (the TOC is not
automatically maintained, so you have to tweak it by hand).

If not, no problem, I can do it.

As for installer doc tweak, will leave for josander or whoever knows
how to maintain it. (I assume that packages/win32-innosetup/ is the
relevant region of the tree?)

It's the old diff3 invoking diff problem. In both cases svn appears
to have executed the diff3.exe and in both cases diff3 has failed to
find diff. The path in the error message does not refer to the
missing diff executable, it refers to the diff3 executable that was
  run.

 Aha! Thank you, Philip.

I guess both the diff3s were looking for c:/.../diff.exe and neither
  found it.

It sounds like a bug in the diff3 installation? Not sure it's worth
an Subversion issue, especially with Sander working on replacing the
external diff calls anyway, but maybe a FAQ item is in order? If you
and/or the reporters agree with this analysis, I'll whip one up...
