 the template and tweak the repository uuids in there? That way an admin
 can simply create a repository, check it out, make the needed changes
 (including properties, making the problem below go away), commit and
 use it as the template.
 If the db/ directory isn't present, we can simply create an empty one.

I meant an empty valid svn db environment.

 If it is present but can't be opened, issue an error.
