If Greg is doing what I think he is, he's acting in good faith -- this
is something we discussed (or at least, it was announced) a long time
ago, then we never got around to it, but people seemed either +1 or +0
at the time.

The idea is to have repository layout templates that tell

   $ svnadmin create

how to structure the filesystem (i.e., /trunks, /branches, etc).
Included in this change is a default layout, similar to the one we've
been using and recommending.

Ah, I see now! Hmmm... those templates don't define the in-repository
structure, they define the on-disk structure, but I guess that's the
other face of the same coin.

If anyone thinks this is bad, please make a noise now :-). But note
that it was proposed a long time ago. It may even be in an issue
somewhere..
  

Possibly. It would be nice if the commit messages mentioned the issue,
if there is one.
