Umm, my tar does indeed include CVS directories in the archive. I use the
default tar from Gentoo Linux, and as far as I know I haven't seen any tar
that excludes anything by default.

What version of tar do you have, and do you have an alias set up (possibly
set by your sysadmin or distribution without your knowing) that passes an
argument like "--exclude=CVS" by default?

As for Subversion, your .svn directories should also be preserved (at least
they are on my system).
