iconv replacement?

Hi,
   I remember there being heated discussion on the subversion dev list a
while back about apr-iconv vs. gnu iconv. The problem was that apr
wanted iconv-like functionality, without the possible license issues.

   It is probably too late to change anything, but I just came across
the IBM International Components for Unicode:
http://www-124.ibm.com/icu/ and in particular:
http://oss.software.ibm.com/icu/userguide/conversion.html

   It looks like a reasonable package, and is released under the X
license. Would writing APR to use that, as well as GNU iconv, remove
the need for writing an APR iconv? I haven't used ICU myself, just saw
it and thought I'd mention it.
