Repository recovery

When I do a 'svnadmin recover svnrepos' where svnrepos is the subdirectory
containing the repository, I get the following error messages:

Acquiring exclusive lock on repository db, and running recovery procedures.
Please stand by...svn: The segment is already unlocked.
svn: svn_repos_recover: failed to delete all locks on repository `svnrepos'.

If I do a 'db_recover -e' in the db subdirectory of the repository, it is
running fine without errors.

This last command solved the problems I had accessing the repository.

Is the 'svnadmin recover <reposdir>' the correct way to recover a
repository. If so, why am I getting this error message?
(I am working in windows 2000)
