Nuutti wants to tackle issue 730

Well, as it turned out, I didn't really have any freetime during
christmas holidays. Sorry. But, I have decided to try and do something
in any case, regardless of the lack of time.

So, I found issue 730 - restartable checkouts. The solution will
probably touch the RA interface and will affect the different
protocols for access as well as the working copy stuff, so I think
it's a bit over my head - but I can try.

If anyone else isn't getting the hot and cold waves over this issue, I
can mark it started and produce some sort of a plan for a solution.

And, if I ever get that far, next I could try 695 since by then I have
most likely touched the entries format already once.
