The release management kind. :)

See the "Release numbering" section of the HACKING document
<http://svn.collab.net/repos/svn/trunk/HACKING>, which notes that Subversion
uses APR's version numbering strategy <http://apr.apache.org/versioning.html>.

16 and 9 are the minor version, separate components of an overall version
number composed of three parts, major.minor.patchlevel.
