While that might certainly be a source of simmilar problems, I'm not
sure it's the cause in this case.

There's been a rash of these problems. All centered around
/tools/hook-scripts/propchange-email.pl, IIRC.

jerenkrantz, hadaka, several others, and I have all seen this
problem, and (I think), all on this one file. I'll hazard a guess
that not all of us have run "svn switch" on it.

I raise this point because I don't want to dismiss what could
be a more subtle mod_dav_svn problem as a "known issue".
