That doesn't match my experience; I downloaded the installer-binaries from
Apache 2.0.43 and svn 0.15 and they work together excellently, win2k. No
problems to set up.

Look carefuly at the README.txt file included with the Windows binaries:

Here's the relevant bit:

> The Apache module mod_dav_svn.so was built against httpd-2.0 and APR

Those versions are newer than Apache 2.0.43. If you want to use an older
Apache, you'll have to build Subversion from sources, sorry. The APIs
just aren't stable enough yet.
