Thanks, successfully created working repository, import files, then checkout
from it.
The main problem was having to use double quotes instead of single quotes
for comments in Windows. e.g.
svn mkdir file:///e:/svn/ath -m "Create Athletics project"
Don't know if this will count as a bug, if svn starts creating physical
directories in the repository when people use single quotes when special
comments inside.
