auto-generating windows makefiles

I'm about 90% finished with generating VS.NET project files from the
build.conf. Heh, it was so nice that they decided to use psuedo-XML for
the project files and then decide to use something completely different
for the workspace.......

Ok, I'm done ranting. Here is the source if anyone is interested. It
generates the project files and compiles correctly, but the linker stage
needs work.
