You're right, I just tried to understand why I was fooled :
that's because I didn't use the -v switch to "svn st" after a local
directory copy. Only the new directory is marked as 'A +', the other
files within it are only marked as '+'. This makes sense.

But why does "svn st" list files marked as '+' only with -v ? Even if
they aren't modified, they're new.
