Yes, that's exactly what Karl and i were talking about. A
post-1.0 feature giving the client a way to retrieve
configuration data from the repository is planned.

A magic directory whose commits are automatically populated into
the repository configuration is a completely separate feature
that i believe is required, and i think i convinced Sussman of
this on IRC once, many months ago. In any case, i will wait for
post-1.0, when repository configuration is being planned, to make
the case for this feature here on the list. For now, i'd rather
not get into it.
