Subversion handles any sort of raw data, source code being the most common.
You can store issues in the database if you want, but Subversion provides no
specific features to manage them, other than normal file- and directory
management.

I've been thinking of how to build an issue management layer on top of
Subversion: see <http://subissue.tigris.org/>. It's nowhere near complete;
there is no code available for download yet. Some day... :) Anyway, the
concept is there, but as far as I know, no one has actually implemented
anything like this yet.
