Public read-only URLs

I'm putting up my Orca package at freshmeat.org and they have a
field named "Changelog".

It sure would be handy if Subversion had some public read-only
URLs, such as for the log messages. Something like

http://svn.orcaware.com:800/repos/svn_query?field=svn:log&rev=HEAD

would be cool. You wouldn't need a svn client to get the info.
