PATCH: cvs2svn.py utf8 issue

Hi,

I managed to convert the native latin-1 encoded CVS log message strings to
utf-8 before they are inserted as log message into the svn filesystem
(hard work, I looked into python code the first time of my life 24 hours
ago :-) )

Issue #983 therefore is resolved for me.

A patch with the few changes is applied. I added another option to the
script: --encoding=XXX. Set it to the appropriate encoding for your CVS
log messages (default is ascii). I could not test it with other data than
latin-1, so there might be some bugs with other than that.
