Yup, there's a contradiction there :-). Well, we'll be doing a big
issue sweep anyway, since Beta is so bloated, and many things can be
deferred. Will look at this as part of that sweep.

Progress on cvs2svn is happening pretty quickly anyway, so it may be
moot.
