programmer doc problem

While trying to understand how to implement "svn cat", I decided to try to
actually read the docs. :-) I've done a "svn up", ..., make; and in the the
doc/programmer/design dir I see "svn-design.info" and 3 children; all with the
new date and time of the make. But when I try to do "tkinfo svn-design.info"
(or with regular "info"), I get back an error message:

No menu item `svn-design.info' in node `(dir)Top'.

Did I not have something installed correctly? FWIW, I have the same sort of
problem in the doc/handbook dir, except with the item "svn-handbook.info".
Unfortunately, while the handbook dir has alternate forms, the design dir does
not. Reading the man page on makeinfo shows me that "makeinfo --no-headers
svn-design.texi > out" will give me a temporary solution.
