IMHO, when you see a useful tool, just dump it into tools/. Updating
the documentation to mention it is nice, but not necessary. The
important thing is to get the tool into a canonical place to be
maintained (and make sure its author can commit to it there), so it
can evolve in a way that's visible to the Subversion community. The
only reasons not to add it would be a) it's of really marginal
utility, or b) it's still too buggy.
