uh, we already did that. libsvn_client exists to make it possible to
write other clients if you want to.

that said, i still think having a separate /command line/ client for
win32 is dumb, since while we may have unix specific aliases for
commands, we also have longer names that are not platform specific (svn
cp == svn copy for example).
