APR-UTIL version checking failure mode insufficient

I just tried to build with 3666 and all I got was:

  creating config.nice
  configure: Apache Portable Runtime (APR) library configuration
  checking for APR... yes
  checking APR version... 0.9.2
  configure: Apache Portable Runtime Utility (APRUTIL) library configuration
  checking for APR-util... yes
  checking APR-UTIL version... configure: error: apu-config --version failed

From the comments on 3663 I (believe to) know that I now have to get
APR-UTIL from CVS, but configure should know that too. Something like:

  Your apu-config doesn't support the --version switch, please upgrade
  to APR-UTIL more recent than 2002-xx-xx.

would seem appropriate to me.
