security based on repos under SVNParentPath

Hi,

I have a questions about setting up security for individual repositories.
There are two requirements I have.

1) Need the ability to add repos without having to stop and start apache.
2) Need the ability to add/remove/change users and repo security without
having to stop and start apache.

For #1 I am using SVNParentPath in my <Location> entry for apache.

For #2 I am not aware of a way to dynamically change the security for repos
added under the SVNParentPath. Does anyone know how to do this or of another
way to accomplish the same thing? I would like to use svn within the company I
work at, and there are multiple teams who would want to restrict write access
and possibly read access to their repository, but it would not be acceptable to
stop and start apache everytime, thus bringing the other teams access to the
repository down.
