I say, I do believe it does. My patch is sligltly more complete, I
think, but I didn't bother searching in issuezilla... I just got a bit
pissed off at the svn-breakage failures that cropped up on my Linux box
since we started using APR_OS_START_USERERR.

Next time I scratch an itch, remind me to check if I squashed any issues
in the process. :-)
