Read-Only Tags

I was wondering if someone could help me out. I am experimenting to figure out how difficult it will be to switch our existing our existing system over to using Subversion for revision control.

I seem to recall someone making a sensible suggestion about how to replicate all the semantics CVS's tag functionality. Specifically the "historical snapshot" functionality and erroring nicely if someone mistakenly tries to commit.

I vaguely recall it had something to do with making a tags directory and protecting it a commit hook of some sort, but as I think about it I'm not sure how that would work. I can't seem to find the discussion in the archives. Lots of stuff about tags and the Zen of Subversion, but I can't find the specific discussion on how to bring that functionality to the Subversion world.

Does anyone remember and/or have any clever ideas?
