I would discourage the creation of a separate list about basic future
design decisions which would not be actively tracked by the main
developers. Such separate discussions tend to go way off the road
without checking whether the proposals are actually compatible
with basic design decisions made in the past. There can be much
harm if main developers don't intervene such discussions at an
early stage.
