I think we're going to have the docs available online (see
www.python.org for an example) soon, so it won't be necessary for
ordinary users to run 'make doc'. Documentation developers will of
course need to do so, but then they'll have a motivation to install
the necessary tools.

Sorry it wasn't done when you needed it :-).
