svn_fs_berkeley_recover fact or fiction?

Hey,

I think I asked this question before and don't think I received an
answer.
In fact I think others have asked it as well.

What is the proper recovery method going forward?

Is the intent to add the recover action back to svnadmin.

I read the TODO in svnadmin main.c and it mentions not using the repo
lock mechanism. I guess I'm missing something.
I thought the repo lock was there for the sole purpose of doing
recovery. IOW the repo aquires shared locks so that when someone does a
recover those locks will block until the recover is done. Right?
