It's not just government work, either --- commercial companies with
serious firewall setups often have highly-restricted tunnels through
their firewalls, and it's not uncommon to have their ssh bastion hosts
turn off port forwarding as an unmanageable risk (letting arbitrary
users punch their own arbitrary holes through your firewall is the
sort of thing that gives sysadmins the willies, and for good reason.)
