Drew, try using the diff progs in this self-executing zip archive:

   http://www.red-bean.com/cmpilato/pub/unix-win32.exe

They are non-cygwin binaries (and unfortunately a bit old), but they
work for my installation of Subversion on Windows 9x machines. The
archive is my personal collection of "bootstrap" Unix-y stuff for
Windows (necessary when visiting relatives and trying to get anything
accomplished using their family machines ... you know how it is... )

Also, warning: I think the archive has all its content in the root
dir, so explode it in an empty directory!
