svn cp broken?

I updated my subversion installation to revision 3092 (subversion 0.14.2)
and while attempting to create a branch on the trunk of my repository. I
get the following error:

svn cp http://svn.bieberlabs.org/repos/svn/trunk
http://svn.bieberlabs.org/repos/svn/branches/BRANCH_169_QA -m "New Branch"

svn: RA layer request failed
svn: COPY of branches/BRANCH_169_QA: 500 Internal Server Error

Both server and client are revision 3092. I've been using subversion for
about 3 weeks now and know I did this before (I have another branch in the
branches subtree that I created while going through the user guide).

I'm relatively new to subversion and just starting to dig into the code in
my spare time, so I thought I'd post this up.

As an aside, after my few weeks of playing around with this product, this is
a great alternative to CVS, and i already prefer it to the CVS
implementation we are using at work.
