This is wrong. Too many tests are failing for you. It looks like you
don't have diff and diff3 installed correctly.

We have a mailing list for test results:

    svn-breakage@subversion.tigris.org

The subject line should be:

    svn rev <revision>: PASS|FAIL (<platform>)

> OS: Windows XP Home Edition
> svn: 0.14.2 , revision 3058

So, in your case the subject would be:

    svn rev 3058: FAIL (i686-pc-winxp)

I say, is it possible we didn't document the format of the subject line,
or the existence of that mailing list at all?
