My other excuse is that I constructed the list from the 'svn help ps' output
which doesn't mention svn:externals :-)

The help text should be updated as well.

I note that svn_props.h also defines SVN_PROP_CHARSET as svn:charset,
but that it's not used anywhere else. Is it obsolete, or a future
feature?
