As well as what actually can show up in a working copy for a user. But yes, a
somewhat different issue.

Which I had thought, if you create a svn workarea then you own the files in it.
Is svn trying to manage things with 2) that should be in 1). This was my
initial take on things, which probably isn't whats going on/trying to be
achived.
