It has nothing to do with clients or servers.

*Most* windows users *don't* use command line tools.
They would use a GUI version of svnlook or svnadmin.

Visual Sourcesafe has command line tools. Never seen anyone use them.
Command line versions of CVS (without requiring cygwin or anything) are
available on Win32. Everyone I know uses WinCVS.

Thus, I would imagine most win32 users using svnlook or svnadmin. They'd
use winsvnlook or winsvnadmin, or winSVN.
