I think you're talking through your hat here. Even if you call it document
management, it's still revision control -- and non-developers, I'm sure, would
love to use document management systems.
As an example: where I work, we require all documents to be under revision
control. That means the HR, Marketing and Sales departments use revision
control. I'll give you one guess how many developers there are there. :-)
